일제고사는 전국 또는 도 단위로 같은 학년이 같은 시간에 같은 문제로 각 학교에서 치르는 시험이다. 대한민국의 중학생 1학년을 대상으로 2008년 3월 6일에 실시되었다.[1] 2008년 10월 8일 초등학생 3학년을 대상으로 또다시 실시된 뒤 초등학생 6학년과 중학생 3학년 그리고 고등학생 1학년을 대상으로 2008년 10월 14일부터 2008년 10월 15일까지 실시되었다.[2] 2008년 12월 23일 또다시 중학생 1학년과 2학년을 대상으로 실시될 예정이다. 사교육이 강화되고 경쟁교육이 심화될 것이라는 비판이 있음에도 불구하고, 서울시교육청은 일제고사를 반대하는 교사들에게 파면과 해임이라는 중징계를 내리는 등[3] 일제고사를 강행할 예정이여서 논란이 일고 있다.

2008년 9월 4일 안병만 교육과학기술부 장관은 일제고사가 학력이 부진한 학생은 보충지도를 실시하고, 우수학생에게는 성취동기를 부여해 학교 교육을 내실화할 수 있다고 밝혔다.[4] 그러나 일제고사가 전체 학생의 학습 효과 향상을 불러일으킨다는 객관적 근거는 아직까지 없다. 전국교직원노동조합 경기 지부가 수원, 성남, 안양 등 도내 지역 교사와 학생들을 대상으로 실시해 2008년 10월 23일에 발표한 설문조사 결과에 따르면 오히려 일제고사가 교수 학습 및 평가 방법 개선에 기여했느냐는 질문에 약 80.5%가 '아니다'라고 답했으며, 학생들의 학습능력 향상에 기여하느냐는 질문에는 약 87.9%가 '아니다'라 답했다고 한다. [5] 우수학생에게 성취동기를 부여한다는 발언 역시 경쟁보다는 협력을 통해 자아존중감을 높이는 것이 성취동기를 부여하는 데에 더 중요하다는 점에서 비판을 받고 있다.
[편집] 학교 서열화 및 주입 교육 심화
전국교직원노동조합 경북지부가 12월 4일 낸 보도자료에 따르면, 경상북도교육청이 지난 11월 7일 각 시군 교육청에 '2008년 학력우수 및 학력향상교육지원금 재배정'이라는 제목으로 공문을 발송하여 도내 일제고사 성적이 우수한 중학교에 대하여 교육격차 해소 예산으로 포상금을 내려보냈다고 한다.[6] 이는 일제고사 성적을 학교 간 비교 자료로 사용하지 않을 것이며, 일제고사를 통해 상대적으로 성적이 낮은 학교를 우선적으로 지원해 교육의 질을 넓힐 것이라고 수차례 밝힌 교육과학기술부의 주장과는 다른 것이다. 이로 인해 일제고사가 성적 별로 학교를 줄세우기 위한 시험이 아니냐는 비판이 일고 있다. 뿐만 아니라 이러한 교별 지원으로 각 학교가 학생들의 성적을 향상시키기 위해 학생들에게 주입 교육을 심화시키는 것이 아니냐는 비판 또한 일고 있다. 2008년 10월 14일과 2008년 10월 15일 일제고사가 치러진 뒤 10월 19일 교육과학기술부는 일제고사 응시 여부를 묻는 가정통신문을 배부하고 일제고사 응시에 반대한 학생들에게 현장 학습을 허가해줬다는 이유로 전국교직원노동조합 서울지부 소속 교사 7명에게 중징계 요구서를 교부하였다. [8] 이에 서울시교육청이 2007년 5월 학생들을 상습적으로 성추행해 아동복지법 위반으로 벌금형을 선고받은 교사에게 3개월 정직처분을 내린데에 비해 개인의 양심에 따라 행동한 교사들에겐 '사형선고'와 다름없는 파면과 해임이라는 중징계을 내려 명백한 편파 판정이 아니냐는 비판이 일고 있다. [9]





President Lee Interlinks River Projects with Green Growth Initiatives
\The ministries of land, agriculture, environment and public administration announced inter-ministerial plans to refurbish the nation's four major rivers and their surrounding areas.
Briefing President Lee Myung-bak on their key policy plans for 2009, Monday, the four ministries placed their joint focus on improving river areas nationwide as the basis for regional development.
Under the river refurbishment plan the land ministry would clean the river basins and reinforce water embankments while spending a total of 14 trillion won, or nearly 11 billion US dollars, until the year 2011.
The public administration ministry, meanwhile, would focus on the development agenda by attracting foreign investment to the region through tax exemptions.
While the environment ministry would launch projects to preserve the natural environment the agriculture ministry would establish farms in the riverbeds to produce animal feeds.
After the briefings President Lee instructed his ministers and officials to be more ambitious towards the project saying that it should be regarded as providing a rebirth to the four major rivers.
President Lee elaborated that he would like to interlink his green growth initiatives with the river projects to revive the nation's natural environment which in turn would lead to the development of green industries and technologies, as well as create jobs.

Some political analysts say interlinking the river projects with the green growth initiatives is a way to avoid criticism that the refurbishment is only a precursor to the president's controversial "grand canal" project.
President Lee announced in June that he would not pursue connecting the country's major northern and southern rivers to build the canal without the people's support.
However opponents continue to cast doubt over the river projects citing the construction ministry's report in 2006 that said more than 97-percent of the refurbishment had already been completed in the four rivers.

[Editorial] A coup against the current administration?





While on the one hand spending all its energy on distortions in history textbooks, the Ministry of Education, Science and Technology is said to have created some teaching material on modern and contemporary Korean history, the writing in which might be characterized as still being in draft form, and distributed it to roughly 10,000 elementary, middle and high schools. Titled The Miracle of History and composed of a booklet and some audio visual material, it is so close to being political propaganda that it even disregards conclusions about history that are part of the Korean Constitution. It is distressing that education officials have to produce such propaganda and educate our children with it.
The teaching material was created at the behest of the 60th Anniversary of National Foundation Commemoration Committee, an organization composed of scholars close to the government who have been behind the textbook distortion effort and the “national foundation day” controversy, media serving the administration and business groups. It is also the group that is trying to overcome the so-called “lost decade” and produce and spread the ideological basis for strengthening the old conservatives’ hold on power. Its contents, however, are so simple minded as to be infantile. It shows only history where the old establishment conservatives were victorious.
For example, in covering Syngman Rhee, there is no mention of the chaos of the period that followed South Korea’s liberation from Japan, the failure to purge people who collaborated with the Japanese during the colonial period, the division of the peninsula into North and South, the tragedy of the Korean War, his revisions of the Constitution to stay in power, or the assassination of his political enemies, the fraudulent election of March 15, 1960, and the April 19th Revolution. In discussing the Park Chung-hee years, there is no discussion of the coup he instigated to take over the country, the June 3rd Uprising against the restoration of South Korea-Japan relations, the Constitutional Amendment that allowed Park to serve three terms, the Yusin Constitution, the politics of manipulation, the human rights abuses, the sacrifices of and by workers and farmers, and imbalanced economic development policy. Naturally, there is no mention whatsoever of important milestones in the history of Korean democracy like the Busan-Masan Struggle, the Gwangju Massacre, or the June Struggle of 1987.

It is of course not an exaggeration to call modern Korean history miraculous, because despite the division of the peninsula and the Korean War and the unprecedented destruction of constitutional order under Rhee and Park and the human rights abuses and all the corruption, the country’s workers, farmers, intellectuals and students still cultivated economic development and achieved democracy. It was those working in factories and fields and who shed tears and blood in the streets who were behind this miracle. The administration of Lee Myung-bak, however, wants to make Syngman Rhee, Park Chung-hee and Chun Doo-hwan the main characters in that story.
What they are after is clear. They want to legitimize and perpetuate rule by the old establishment, Cold Warrior conservatives, those who enjoyed all the glory and prosperity during the dictatorship years, and by doing so maintained their privileges in our society. They want to ignore the Korean public’s misery during this horrible economic crisis and devote themselves to the game of power, and their ability to concentrate on that is just amazing. Since it praises dictatorship and coups d’etat, does that mean a coup against the current administration would be just fine? We would like to see an immediate end to this political agitation that drives back democracy and distorts history.

[Editorial] President Lee’s role in history textbook distortions





President Lee Myung-bak was said to have strongly reprimanded Cheong Jean-gon, senior presidential secretary for education, science and culture, with regard to the issue of revising the history textbooks titled “A Modern and Contemporary History of Korea” at a meeting of senior presidential aides last week. It is common for a president to scold his presidential secretaries as a way to discipline subordinates and there were even scoldings under previous administrations. In addition to Cheong, other senior presidential secretaries were said to have been severely scolded by President Lee on the same day.
At stake is the way President Lee scolded Cheong. According to a news report by The JoongAng Ilbo, President Lee was quoted as saying to Cheong, “What’s the stance of a publishing company that refuses to make revisions? The publishing company was said to speak of ‘canceling the government’s authorization.’ In that case, should the government shoulder the entire burden? Did you conduct any research?” President Lee seems to have been pointing to a recent remark made by the publishing company in question, in which it expressed its wish for the government to cancel its approval of its history textbook. All of this has come amid increased pressure from the Ministry of Education, Science and Technology, which demanded the textbook revision, and criticism from the writers who refused to make the revisions.
President Lee’s reprimand indicates why the government is being dragged around by the publishing companies, while still failing to strongly push ahead with the revisions. But as the government requested that publishing companies make revisions in an unfair and illegitimate manner, there was no sense that anything was wrong. The admininstration’s action also contradicts the emphasis it has been placing on law and order since the start of its term.

This is not the only demonstration of President Lee’s unbalanced perception of the textbook situation. In response to a report by Cheong that a publishing company had expressed concerns that the Korean Teachers and Education Workers Union (KTWU, Jeon Gyo Jo) may launch a boycott campaign if the textbooks are revised, President Lee was quoted as saying, “What on earth does the government think it is doing? Is the publishing company only afraid of Jeon Gyo Jo, but not of the government and the other organizations?” His reference to the “other organizations” is to the conservative groups claiming that some versions of the textbooks are tilted leftward. President Lee seems to regard this stance as the same as the government. On the contrary, most historians and experts say there is no problem with the textbooks and the controversial parts reflect various interpretations of history.
Yesterday, five of the six companies that published the textbooks raised the white flag of surrender and accepted the government’s order to revise the textbooks. People know who is behind the Education Ministry’s push for the revisions. It will be difficult for President Lee to avoid his historical responsibility as the man who directed the distortion of our nation’s textbooks.
