(LEAD) S. Korean parliament in disarray after FTA confrontation

SEOUL, Dec. 19 (Yonhap) -- Bills sat idle and doors were shut at South Korea's legislature Friday as rival parties refused to make peace a day after a violent brawl erupted over a pending free trade pact with the United States.

Denouncing the ruling Grand National Party's (GNP) move Thursday to unilaterally submit the Korea-U.S. free trade agreement (FTA) to the National Assembly, opposition legislators occupied the Assembly speaker's office and declared "war against anti-democratic" forces.

Determined to ratify the bilateral deal before the end of this year, the GNP physically barred opposition lawmakers from a committee room where the motion was put before parliament.

The move caused a major ruckus, with some lawmakers using hammers to tear away at the door and force their way into the committee room, only to be stopped by security officials blasting fire extinguishers. Those who destroyed parliament property will face charges, the Assembly secretariat said.

Opposition parties vowed legal action to block the ruling party from moving forward with the controversial motion.

The main opposition Democratic Party (DP) filed criminal suits against three ruling party lawmakers, including Rep. Park Jin, head of the parliamentary trade committee, accusing them of abusing their authority and insulting the parliament.

The right-leaning minority Liberty Forward Party, which often sides with the governing party during disputes, said it will file a complaint with the Constitutional Court to nullify the GNP's "illegal action."
"We will fight against the ruling party's anti-democratic acts until the people witness our victory," DP floor leader Won Hye-young said. "Dictatorship will have no grounds in parliament."
Ratification of the FTA deal with Washington, struck in June of last year, has been among the thorniest issues dividing South Korea's polarized political climate, with Democrat Barack Obama's election victory last month intensifying the debate.

Obama has repeatedly stated his views on the deal with South Korea, describing it as being flawed, especially with regard to the auto trade sector.

While President Lee Myung-bak and his party are pushing for immediate parliamentary approval to bolster the government's market-oriented economic initiatives, opposition parties say South Korea should consider changes in the Democratically-controlled U.S. Congress before making any hasty decisions.

The conservative GNP holds an absolute majority of 172 seats in the 299-member parliament, enough to pass the bilateral deal without opposition party legislators. The opposition DP holds 83 seats.

The ruling party vowed to put the FTA a full-house vote before the end of this year, as well as settle pending bills dealing with housing and corporate tax cut plans.

"We do not have much time. Starting next week, all subcommittees will get to work with or without the opposition party," GNP whip Hong Joon-pyo told party members Friday. He also urged them to "stay in the country so that we are on hand for voting."
Parliamentary subcommittees have been unable to convene this week as the opposition DP boycotted the sessions.

Meanwhile, Assembly speaker Kim Hyong-o, who was forced out of his office by opposition legislators, said he will launch an inquiry into Thursday's incident.

"Be ashamed of yourselves, lawmakers," he said in a statement. "The Korea-U.S. FTA will be an opportunity to revitalize our slowing economy, but that does not justify the violence that erupted in parliament. Those who instigated violence will be held accountable."
The Korea-U.S. FTA is the single biggest trade pact between the two longtime allies. It is expected to boost two-way trade, which totaled US$79 billion in 2007, by as much as $20 billion in the coming years.

While business groups here want early ratification of the agreement, farmers are demanding sufficient countermeasures for fear they will not be able to compete with cheaper imported products once the deal is finalized.



POSCO to swap shares for KB Financial stocks

SEOUL, Dec. 19 (Yonhap) -- POSCO Co., South Korea's largest steelmaker, said Friday its board has decided to swap 300 billion won (US$232.6 million) of its shares for stocks of KB Financial Group Inc., the nation's largest financial-services holding company.

Under the decision, POSCO will buy KB Financial stocks from Kookmin Bank, the financial holding company's banking unit, and Kookmin Bank will purchase POSCO stocks at 388,000 won each, the steelmaker said in a regulatory filing.

For Kookmin Bank, the share-swap is expected to help it unload its five-percent stake in its parent, KB Financial, to meet domestic banking regulations.

For POSCO, the world's fourth-largest steelmaker, the deal will add friendly shareholders to help fend off hostile takeover bids.

(LEAD) Seoul stocks close higher on chipmakers' gain

SEOUL, Dec. 19 (Yonhap) -- South Korea's bourse closed 0.43 percent higher Friday as a spike in semiconductor prices helped boost shares of local chipmakers, analysts said. The South Korean won gained against the U.S. dollar.

The benchmark Korea Composite Stock Price Index (KOSPI) added 5.06 points to close at 1,180.97. Volume was heavy at 677.14 million shares worth 5.31 trillion won (US$4.12 billion). Losers, however, outnumbered gainers 439 to 394.

"Rising prices of semiconductors prompted investors to think the IT sector may have hit bottom," said Bae Sung-young, an analyst at Hyundai Securities.

"The government's bank recapitalization scheme also helped the local index shrug off the chains of Wall Street losses," Bae said.

The price of most traded 'DDR2 1Gb 128Mx8 667MHz' chips soared 12 percent from a day earlier, the first gain in almost 6 months, according to Taiwanese dealer Dramexchange.

The price hikes briefly sent leading chipmakers higher, with Samsung Electronics, the world's top producer and local bellwether, shooting up 4.59 percent to 489,500 won. Hynix Semiconductor, the world's second-ranked chipmaker, climbed 4.8 percent to end at 8,520 won.
Seoul also pledged on Thursday to launch a 20 trillion won (US$15.5 bln) fund to recapitalize cash-strapped local lenders and to encourage them to increase lending to businesses.

U.S. shares tumbled Thursday on dismal corporate outlooks and slumping oil prices. The Dow Jones industrial average shed 2.49 percent and the tech heavy Nasdaq fell 1.71 percent
Local telecom shares added ground with top mobile carrier SK Telecom rising 1.87 percent to 218,000 won with KT, the biggest fixed-line operator, advancing 1.81 percent to 39,400 won. Internet portal giant NHN also jumped 7.57 percent to 135,000 won.

Steel makers, however, were dented a day after POSCO announced the first production cut in its history, citing slumping demand and economic woes. The world's fourth-largest steel giant shed 1.15 percent to 388,800 won and Hyundai Steel Mill lost 2.22 percent to 39,700 won.

The local currency gained for a fifth consecutive day as foreign investors increased holdings of local shares, dealers said. The won ended at 1,290 won to the dollar, up 2 won from Thursday's close.

Bond prices, which move inversely to yields, ended mixed. The return on three-year Treasuries shed 0.01 percentage point to 3.81 percent while the benchmark yield on five-year government bonds closed steady at 4.16 percent.






Lotte buys 21 pct stake in Cosmo Investment from Japan's Sparx

SEOUL, Dec. 19 (Yonhap) -- Lotte Group, South Korea's fifth-largest family-run business conglomerate, said Friday it has bought a 21 percent stake in Cosmo Investment Management Co. for 62.9 billion won (US$48.7 million) from Japan's Sparx Group.

The transaction is part of Lotte's efforts to diversify its business range to finance after it acquired a local non-life insurer early this year.

Under the contract with Sparx, Asia's biggest hedge-fund manager, Lotte also secured the rights to increase its stake in Cosmo Investment to 51 percent by 2011, the group said.

Cosmo Investment posted a pre-tax profit of 46.7 billion won last year, according to Lotte.

Family of dead businessman sues former president for defamation

SEOUL, Dec. 19 (Yonhap) -- A family of an executive who killed himself after being publicly chastised by former President Roh Moo-hyun filed a lawsuit on Friday against Roh for defamation and demanded his apology.

Nam Sang-kook, then chief of Daewoo Engineering and Construction Co., committed suicide by jumping into a river in 2004 after coming under suspicion for paying 30 million won to Roh's brother, Roh Gun-pyeong, to secure his position with the company.

"Nam never asked for his position and never gave money to Roh Gun-pyeong. But former President Roh Moo-hyun mentioned Nam four times at press conferences, giving false information and defaming Nam's reputation," the family said in a statement.

Roh Gun-pyeong was sentenced to a two-year suspended prison term for accepting the bribe.

"Roh Gun-pyeong and his brother-in-law asked Nam to offer the money, saying they were ready to help him keep his post," Nam's wife and family members said. "Nam was proven innocent, but former President Roh shamed him by raising the issue in public."
The ex-president, who left office in February, once referred to Nam during a press conference, saying he "wished people like the president of Daewoo Engineering and Construction, who have become very successful, would no longer kowtow and give money to an ordinary man living in the countryside."
Several hours after the conference, Nam plunged into the Han river, apparently shamed by the comments by Roh.

"We asked the former president to apologize for the comment, but he has not budged an inch," said the family, adding the reappearance of Nam's name after Roh Gun-pyeong was recently implicated in another bribery case has reawakened their pain over his death.

The elder Roh was taken into custody early this month on suspicion of receiving billions of won from businessmen seeking help in their takeover bid for a securities company in 2005.

(2nd LD) S. Korean activist claims responsibility for spying in N. Korea

SEOUL, Dec. 19 (Yonhap) -- A South Korean activist on Friday claimed responsibility for spy activity that North Korea said it discovered, but denied the purpose was to assassinate leader Kim Jong-il.

Pyongyang said it has arrested a North Korean man who was hired by South Korea's intelligence agency to "harm our leadership." South Korea's National Intelligence Service denied involvement.

The alleged spy activity announced by the North's State Security Agency is "mostly true," while some parts are fabricated, said Choi Sung-yong, president of the Family Assembly Abducted to North Korea, a Seoul-based non-governmental group. The North Korean was one of his agents hired to gather information, he said.

"It has nothing to do with the South Korean intelligence agency, but the incident itself is mostly true," Choi said.

"I had engaged in those things or knew of them through my informants. The North's State Security Agency was announcing the result of its investigations spanning several years," Choi said.

In a statement released Thursday, the North's agency said a Seoul intelligence official had intercepted a North Korean man, surnamed Ri, in the border region and trained him to collect information on leaders' activities. Ri later received a voice tracking device and even poison for assassination missions, it said.

Pyongyang also claimed it has arrested other spies collecting soil, water, leaves and dirt to detect its nuclear activity.
The statement did not specifically name Kim Jong-il as the target, but "leadership" in Pyongyang generally refers to him and his top aides.
"It shows (the South Korean government), mad for confrontation with us, is recklessly reaching for unforgivable villainous scheme to harm our leadership on a dare," Pyongyang said.

South Korean officials denied the accusation.

"It has nothing to do with our agency," an official of the National Intelligence Service said over the telephone on condition of anonymity.

Choi said all agents mentioned in Pyongyang's statement were his operatives. But he denied they attempted to kill the North Korean leader.

"They didn't engage in terrorism. Is it possible for them to catch Kim Jong-il's whereabouts or attempt a terrorist attack against him? That's a fabrication," Choi said.

He also said agents were gathering information about the North's military bases, not its nuclear activity.

He argued the North's spy agency is trying to show its loyalty to Kim and also wants to tighten control of its people amid rumors of Kim's failing health and anti-Pyongyang flyers streaming in from South Korea.

Inter-Korean relations have dramatically soured since conservative South Korean President Lee Myung-bak took office in February. Lee's conservative government suspended food aid and demanded North Korea come clean on its nuclear ambitions and human rights conditions if it wants Seoul's assistance.

North Korea retaliated by evicting hundreds of South Koreans at the joint industrial complex in its border town of Kaesong as of Dec 1. It also curtailed border traffic and halted South Korean tours to its mountain resort.
The North has warned further sanctions will follow if there's no change of attitude by the South.





Court upholds 3-year prison term for pro-N. Korea activist

SEOUL, Dec. 19 (Yonhap) -- An appellate court upheld Friday a lower court's ruling that sentenced a pro-North Korea activist to three years in jail for violating the anti-communist National Security Law.

Yoon Ki-jin, 33, chairman of a South Korean-side student union for reunification of the Korean Peninsula, was convicted of praising North Korea's regime and sending a representative to receive instructions from the student union headquarters in the North.

"Yoon has praised North Korea's dictatorship, ignoring the poor state of its people, claiming he advocates reunification of the two Koreas," presiding judge, Choi Seoung-joon of the Seoul High Court, said in the verdict. "His contacts with the North's organization threatened national security and the existence of South Korea, which possibly faces Pyongyang's military attack."
Choi added that the student union in Seoul is recognized as a subordinate agency of its headquarters in Pyongyang.

Yoon had been on the run since he was accused of sending a delegate, now his wife Hwang Sun, to Pyongyang in 1998 to receive the North's order. He was arrested in March this year, and the Seoul District Court sentenced him to a three-year prison term and three-year suspension of civic rights.

"His punishment should be heavier as he has been at large for almost 10 years, but South Korean society has become democratic enough to embrace even extremists like him, and the inter-Korean relationship has also remarkably changed compared to a decade ago," the appellate court said.

"The court has not taken into account improved international relations, including the eased U.S. and North Korea relationship," the defendant's wife said after the verdict. "Under the conservative Lee Myung-bak government, there is no hope at all."

Japan Sinks Rates

Its central bank cuts to 0.1% and will buy corporate bonds, but the troublesome yen will stay strong for some time yet.
Japan's central bank concluded Friday that near-zero interest rates would not be enough to stimulate lending and has taken the extra step of buying corporate debt as well. But the measures are unlikely to bring the yen down from decade highs, a problem which continues to batter Japanese exporters. The central bank also made clear that for all its pro-activeness, Western economies would need to improve to brighten Japan's fortunes.
Following in the footsteps of the U.S. Federal Reserve, the Bank of Japan cut its key overnight lending rate to 0.1%, from 0.3%, in a 7-1 board vote. It also said it would temporarily buy commercial paper, or short-term corporate bonds, but did not specify how big the program would be or how long it would last.

The additional measures "were necessary for the effects of extremely low policy interest rates to prevail in financial markets and corporate financing," the Bank of Japan said in a statement.
Though the scale of the program is unclear, buying corporate debt "is quite significant because it's the most aggressive we've seen from the Bank of Japan in terms of readiness to take riskier assets," said Tokyo-based Macquarie economist Richard Jerram. Japanese companies are not as strapped for funds as those in the U.S. but the commercial paper market has struggled in the last two months, and any measures to boost liquidity are welcome, he added.
The government will also buy up to 20.0 trillion yen ($223.7 billion) in shares from banks, which have suffered heavy portfolio losses as the Japanese stock market has lost over 40.0% this year. The program is intended to ease banks' sensitivity to the stock market.
But for all these measures, the health of Japan's economy next year depends on Western economies, whose recessions have battered exports and made overseas lending tight. "Uncertainty in the outlook for the economy to return to a sustainable growth path with price stability has increased," the central bank's statement read. "Much depends on financial conditions in the United States and Europe as well as developments in overseas economies."
It is unlikely that Friday's measures will be enough to keep down the yen, whose 25.0% surge this year to a 13-year high against the dollar has eroded companies' overseas earnings. After the Fed cut rates to 0.25% this week, the yen had been a higher-yielding currency than the dollar because Japan's key rate of 0.3% had been higher than the Fed's benchmark rate for the first time in nearly 15 years.

Though the dollar's plunge below the psychologically significant 90-yen level "has provoked speculation that FX intervention is imminent," "we do not expect a return to the 2001-04 policy of rapid reserve accumulation in order to resist yen appreciation," Merrill Lynch currency strategist Daniel Tenengauzer wrote in a Friday research note. He predicted that the yen would retain its strength over the next six months and then start weakening in late 2009, as an unwinding of the carry trade faded.
The central bank said Friday that it would also increase monthly purchases of government bonds, to 1.4 trillion yen ($15.6 billion), from 1.2 trillion yen ($13.5 billion), in the first increase since 2002.

직권상정의 뜻입니다

입법부 수장인 국회의장이 직권을 이용해 본회의에 안건을 직접 상정, 처리하는 것.
통상 국회의 안건처리는 국회의장이 소관위원회를 정해 안건을 회부, 심의하도록 한 뒤 본회의에 상정해 처리하는 것이 일반적인 절차다.
그러나 시간적 제약이 따르면서 여야간 합의점을 찾지 못하는 안건의 경우에 국회의장은 국회법이 허용하는 범위에 따라 직권으로 안건을 본회의에 상정할 수 있다. 국회법 제85조는 '의장은 심사기간을 정해 안건을 위원회에 회부할수 있으며 위원회가 이유없이 기간내에 심사를 마치지 아니한 때는 중간보고를 들은후 다른 위원회에 회부하거나 바로 본회의에 부의할 수 있다'고 규정하고 있다.
그러나 '직권상정'이란 언론이 쓰는 표현으로, 법률용어는 아니다


한나라 "주말 대기령" vs 민주 "상임위 점거 확대 검토"

(서울=연합뉴스) 고일환 강병철 기자 = 여야는 주말인 20일에도 쟁점법안 심의를 놓고 첨예한 대치 상황을 이어나갔다.

한나라당은 연내 법안처리 방침을 재확인하면서 야당을 압박했고, 민주당은 국회의장실을 비롯한 상임위 점거 카드를 고수하면서 이에 맞섰다.

한나라당 홍준표 원내대표는 월요일인 오는 22일부터 모든 상임위 전체회의를 소집하겠다는 방침 아래 주말부터 의원들에게 대기령을 내렸다.

민주당과 민주노동당이 행정안전위원회와 정무위원회 전체회의실에 대한 점거를 풀 경우 곧바로 회의실을 접수하고, 법안 심의를 강행하겠다는 것.

한나라당 행안위와 정무위 소속 의원들은 전날 회의실 점거 현장을 방문한데 이어 이날도 회의실 앞에서 점거를 풀어줄 것을 요청할 계획인 것으로 알려졌다.

조윤선 대변인은 이날 연합뉴스와의 통화에서 "경제위기에 대처하기 위해서라도 중점 법안들을 반드시 연내에 처리해야 한다"며 "민주당은 불법적인 상임위 점거상황을 풀고 법안심의에 협조해야 한다"고 말했다.

이에 대해 민주당은 쟁점 법안 처리에 협조할 수 없다는 입장을 재확인하고, 한나라당이 기습적으로 상임위를 소집할 가능성에 대비, 주말에도 행안위와 정무위 점거를 이어나가기로 했다.

이를 위해 정세균 대표를 비롯한 당 지도부는 이날도 국회에 모여 상황을 점검했다.

민주당은 오는 22일 전체회의가 소집된 문화체육관광방송통신위 등 다른 상임위에 대해서도 사전 점거에 나서는 방안까지 적극 검토할 것으로 알려졌다. 일단 민주당은 당직자와 보좌진들에게 국회 주변에서 대기할 것을 지시한 상태다.

김유정 대변인은 "회의장이 비는 순간 법안을 처리한다고 공언한 한나라당을 신뢰할 수 없다"며 "소속 의원들이 2교대로 상임위 회의장을 계속 지킬 것"이라고 말했다.

(서울=연합뉴스) 임주영 기자 = 탈북자단체인 '기독북한인연합'은 19일 서해 백령도에서 대북 전단 150여만장을 살포했다고 20일 밝혔다.

이 단체의 이민복 대표는 연합뉴스와 통화에서 "어제 대형 풍선 26개에 전단 150여만장을 담아 북한으로 날려보냈고, 해상에서는 비닐 자루에 각종 물품 500여개를 담아 북쪽으로 띄워보냈다"고 말했다.

가로 1.8ｍ, 세로 11ｍ 크기의 대형 풍선 한 개당 6만장 안팎의 전단을 담았으며, 해상으로 보낸 물품은 양말과 스타킹, 치약, 칫솔, 약(아스피린), 볼펜, 라이터 등이라고 그는 설명했다.

기상청에 따르면 19일 백령도 부근에서는 남서풍이 불었다.

이 대표는 "이달 들어 기상조건이 좋은 날이 많아 1일과 3일, 7일, 9일, 16∼17일에도 철원과 김화, 강화도, 화천 등지에서 전단을 날려보냈다"며 한 번에 13∼15개 안팎의 대형 풍선을 띄우므로 수백 만장의 전단을 보낸 셈이라고 주장했다.

"북한 주민 구제와 북한 선교"를 목적으로 대북 전단을 보낸다는 그는 최근 다른 대북전단 단체들이 전단 살포를 자제하겠다고 밝힌 것과 관련, "여타 단체와는 관계 없이 우리는 여건이 되면 전단을 보낼 것"이라고 말했다.





Tokyo talks tough on yen intervention

In a marked sharpening of Tokyo’s language on the yen, senior government officials on Thursday highlighted the possibility of intervention to stem the Japanese currency’s rise against the dollar.
The tougher talk came after the yen hit a 13-year high of Y87.14 to the dollar in New York trading late on Wednesday.
Takeo Kawamura, the cabinet chief secretary, told a news conference that the government was closely watching the yen’s movements, saying: “We have conducted currency intervention in the past, and we will take appropriate measures, which include [intervention].”
However, analysts and currency traders said there was little reason to believe yen intervention was imminent, and that the focus of market attention remained on a two-day meeting of the policy board of the Bank of Japan that ends on Fridday.
The BoJ is deeply reluctant to further trim its already slim 0.3 per cent policy rate, but is widely believed to have little choice but to cut following bad news on the domestic economy and the Federal Reserve’s bold shift to a near-zero US rate policy.
The rise in the yen is piling extra pain on Japan’s economically pivotal export sector – already suffering from slumps in demand from key markets such as the US, Europe and China.
Takeo Fukui, chief executive of Honda – which this week slashed its profits forecast by two-thirds – called on authorities to “move a bit more swiftly” to stabilise the currency.
Talking about the possibility of what would be Tokyo’s first currency intervention since March 2004, Shoichi Nakagawa, finance minister, said: “I want to refrain from commenting on whether we’ll intervene or not, but there is that option.”
However, Akira Maekawa, senior economist at UBS Securities in Tokyo, said that at current yen levels, the government was unlikely to step into the market.
“We think the authorities won’t intervene unless there is a huge move in a single day,” said Mr Maekawa, adding that officials were unlikely to announce any intervention in advance. “Maybe they are just trying to do verbal intervention to slow the appreciation.”
By late Thursday morning in London, the yen was back at Y88.55 to the dollar. However, Tokyo traders remained focused on the BoJ’s rate plans, with the yen’s decline based in part on expectations of a cut in the policy rate to just 0.1 per cent – a level that would put Japan within the Fed’s new 0-0.25 per cent rate range.
Muneteru Togawa, a director in the foreign exchange department at UBS in Tokyo, said he was sure the BoJ would cut rates. But he added: “If they keep the rate there could be a huge impact in the market on the strong yen side, not only dollar yen, but the cross yen as well.”
Buying banks
Ruling party lawmakers on Thursday agreed to put forward a bill next year that would enable a government body to resume buying shares from banks.
They seek to allow the Banks’ Shareholdings Purchase Corp, which was set up in 2002 when Japanese banks were burdened with bad loans, to buy up to Y20 trillion ($224bn, €156bn, £146bn) of shares.



About 720,000 credit delinquents may have their overdue interest on loans written off or designated as low-rate loans, under the government`s personal bailout program launched yesterday.

The state-run Korea Asset Management Corp., which leads the project, said that borrowers with debt obligations of 10 million won ($7,779) or less may apply for the rescue program now. Recipients of state livelihood support may apply, regardless of the amount of their debt.

Those with debt worth 30 million won or less should wait until next year when the scope of beneficiaries is to be expanded, it added.

"We expect about 720,000 borrowers would benefit from the program this year and next year - some 460,000 from the category of 100,000 million won or less in debt and 260,000 people indebted between 100,000 million won to 300,000 million won," the agency said.

Financial institutions have pooled 7 trillion won for the Credit Recovery Fund, which will be managed by the KAMCO, as the country expands support for low-income households as public pains grow from a sharp economic slowdown.

Under the program, those who failed debt repayment for more than three months will get overdue interest written off and may pay back the principle amount over the span of 8 years.

Borrowers who are paying interest of 30 percent a year or higher on loans may switch to cheaper loans with interest of around 20 percent a year, with the guarantee from the credit fund.

Once confirmed as a beneficiary of this program, a credit delinquent will get his or her record cleared in two years.

BOJ cuts key rate, plans to buy corporate debt
Japanese central bank adopts new measures to boost liquidity

HONG KONG (MarketWatch) -- The Bank of Japan cut its key interest rate to 0.1% from 0.3% Friday and said it would begin buying corporate debt and expand its purchases of government debt, after downgrading its assessment of the economy and warning a deepening recession lies ahead.
"Economic conditions have been deteriorating and are likely to increase in severity for the immediate future," the Bank of Japan said in a statement accompanying its rate decision.
The interest rate cut was the second by the Bank of Japan in two months and follows the U.S. Federal Reserve's decision Tuesday to cut the federal funds target rate to just above zero. See full story.
Friday's decision was carried in 7-1 vote, with policy board member Tadao Noda opposed to the reduction.
Governor Masaaki Shirakawa and other board members also voted unanimously to adopt additional measures to boost liquidity in the financial and corporate debt markets, including an increase in the Japanese government bonds that it can purchase monthly to 1.4 trillion yen ($15.9 billion) from 1.2 trillion yen earlier, in addition to increasing the range of government bonds that it can purchase.
The BOJ said the purchasing of commercial paper is a temporary measure, and that it will also look into "how other corporate financing instruments may be employed."
Speaking at a post rate-meeting press conference Friday Shirakawa told reporters the rate cut "is aimed at stimulating the economy."
Shirakawa also indicated the sharp appreciation of the yen, which surged to a 13-year high against the U.S. dollar earlier this week, was one factor behind the rate cut, adding that excessive volatility in the currency markets was bad for the economy.
The dollar bought 88.66 yen late Friday in Tokyo, easing from its close of 89.51 yen in late New York trade Thursday. The dollar fell to a 13-year low of around 87.11 yen Wednesday.
The cut came as the Japanese government reportedly approved an emergency stimulus package worth 43 trillion yen to improve a worsening employment situation and ease financing worries in the corporate sector. See full story.
"My first impression is that the Bank of Japan has shifted their way of thinking from conservative to aggressive," said Masamichi Adachi, senior economist with J.P. Morgan in Tokyo. "Sentiment is bad and the outlook is quite dark... probably this recession could be the worst since the Second World War."
In adopting the additional policy measures and cutting rates, the Bank of Japan moves a step closer to its policies from 2001 to 2006, when it targeted the quantity of money in the banking system as a way to stimulate the economy.
"Quantitative easing ... appears set to return as the Bank of Japan and the U.S. Federal Reserve increase their direct purchasing of government securities," wrote Tine Olsen, an economist with Moody's Economy.com in Sydney.
The Cabinet Office said Friday the economy is likely to contract 0.8% in the fiscal year ending in March, and then grow almost nil in the following year. The government had forecast in July the economy would expand 1.3% in the current fiscal year.
Economists said in buying corporate debt the BOJ was seeking to loosen up credit markets which haven't been functioning normally since the financial upheaval that ripped across global markets in early autumn.
"The BoJ's decision will have a positive impact on the credit situation," said J.P. Morgan's Adachi.
As part of its government debt plan, purchases of these securities will be expanded to include 30-year, floating rate and inflation indexed bond.
The BOJ also said a new facility that will accept corporate debt as collateral against lending will go into effect Jan. 8. The plan was announced by the central bank on Dec. 2 as part of an effort to make more funds available to companies ahead of the fiscal year end.
Steps to ease credit
Speculation circulated midweek the BOJ would take steps to ease monetary conditions at the conclusion of its two day meeting Friday. Economists said the central bank would likely seek more time to evaluate the effects of its recent interest rate reduction before cutting again, likely opting instead to unveil new measures aimed at easing the credit crunch at the corporate level.
Japan's Finance Minister, Shoichi Nakagawa, said Wednesday the government would take all necessary steps to support the economy, including moves to address rapid changes in foreign exchange markets. He added that the BOJ was in charge of monetary policy.
Prime Minister Taro Aso said the government would not intervene in the central bank's business. He did, however, express hope for policy decisions by the BOJ that would benefit the market.
"The current situation is not as simple as one that can be improved by a single BOJ decision, but we are hoping for things that have a favorable impact," he said, according to the business daily Nikkei.
At the conclusion of their November meeting, BOJ Governor Masaaki Shirakawa and other central bank board members directed the bank's research department to examine the merits of commercial-paper purchases.
The BOJ currently accepts commercial paper as collateral in providing loans to financial institutions, but does not take ownership, meaning that any default on that paper reverts to the financial institution.
Purchases of Japanese government bonds have continued mostly unchanged since the BOJ abandoned quantitative easing, acquiring about 1.2 trillion yen worth every month.
Shirakawa has previously said he was reluctant to cut interest rates from already low levels, fearing further reductions could impair the normal functioning of money markets.
The central bank's December tankan survey, released Monday, showed business confidence among large manufacturers plunged at its fastest rate since the mid-1970s oil shock. The sentiment survey also showed firms were getting more pessimistic about the future, with outlooks indicating confidence likely to deteriorate in coming quarters.
Japan's slowdown has been felt mostly throughout the manufacturing sector, but looks set to spread into the broader economy as both manufacturers and non-manufacturers indicate they intend to cut staff as profits decline.
"We are now starting to see considerable pressure on the domestic front, which could result in a wave of corporate downsizing along with further cuts to capital investment," wrote Credit Suisse economists headed by Hiromichi Shirakawa in Tokyo ahead of the BoJ decision.

Kumho, CJ to Become Holding Companies

Kumho Asiana Group and CJ Group are to be reborn as holding companies soon, riding on the recent corporate boom to transform their businesses into the holding company system.

Officials of the Fair Trade Commission (FTC) said on Tuesday that Kumho Industry and Kumho Petrochemical of the Kumho Asiana Group and CJ Home Shopping of the CJ Group reported to the antitrust agency that they have satisfied the requirements to become holding companies.

Kumho Asiana, the country’s 9th largest business group, will become two holding companies _ Kumho Industry will have Daewoo Engineering & Construction and Asiana Airlines as its subsidiary companies, while Kumho Petrochemical will have Kumho Tires and Kumho Life Insurance under its wing.

CJ Home Shopping will become the holding company of five subsidiaries including CJ CableNet and DreamCity Co., according to company sources.

The number of holding companies registered with the FTC rose from 22 in 2004 to 25 in 2005 and 31 in 2006. The figure is expected to reach 37, if the three latest applicants prove to have no problem in introducing the system.

This year, four holding companies have already registered with the FTC. They are KEC Holdings, Buy the Way, CVS Holdings and AON21.

In Monday’s meeting of its board of directors, SK Corporation also approved company names SK Holdings Co., Ltd. and SK Energy Co., Ltd. for the holding company and operating company that will result from the structural reorganization announced on April 11.

SK Corporation, if it succeeds with its plan, would become the fourth company following LG Group and GS Group out of the 11 business conglomerates that had been affected by the government’s equity investment ceiling system. Doosan and Hanjin are also working for the transformation.

``We expect that Kumho Asiana’s transformation into a holding company will put some pressure on companies such as Samsung and Hyundai Motor, which have often come under attack for poor corporate governance,’’ said an FTC official.

Recently revised antitrust laws have widened room for business groups to make holding companies, by easing requirements on the ownership percentages of its subsidiaries and raising the upper limit of their debt ratio from 100 percent to 200 percent.

As 2008 draws to a close, the type of year Wall Street experienced can be neatly summed up by an oft-repeated statement: I've never seen this before. From the collapse of a major investment bank (Bear Stearns) to all-time volatility highs (as measured by the CBOE Volatility Index) to the Federal Reserve's massive liquidity injections, this year will certainly be remembered for decades to come, although not so fondly by many market participants.

Just last week, the U.S. government sold $32 billion worth of four-week bills at 0% interest, with demand for the offering outpacing supply 4-to-1. This insatiable appetite for government debt is driving yields for all maturities down to record lows (bond prices and yields move in opposite directions).
Most Treasury-heavy mutual funds are outpacing historical average returns, while exchange-traded funds (ETFs), such as Barclays 20+ Year Treasury Bond Fund (nyse: TLT - news - people ), have price charts that more closely resemble Internet stocks circa 1999. This type of parabolic price action is typical of an overextended market, most recently seen in crude oil.

But looking at the yield curve's longer end, the 10-year Treasury note is currently paying 2.05% and the 30-year Treasury bond sits at 2.53%, both of which are historic lows. How long will investors accept such paltry returns? And when will the consequences of the Fed's massive money-printing campaign be realized with rising interest rates and falling bond prices?

First, investors need to feel that they will be compensated for taking risk in higher yielding securities such as equities and corporate bonds. There won't be a global announcement stating that it is OK to buy stocks again. Instead, it will be a process that will likely evolve over several months.

Watching the TLT is an easy way to track future developments. If TLT begins to fall, perhaps the corner has been turned. Another ETF to watch is Proshares UltraShort Lehman 20+ Year Treasury (nyse: TBT - news - people ), which essentially corresponds to twice the inverse of the previously mentioned TLT.

Volume has exploded in this issue during the past month because investors are trying to pick the bond market's top, and a volume pattern change often precedes a trend change. The flight out of long-term Treasuries is likely to be swift once it begins; after all, it has been 14 long months since the stock market peaked in October 2007. However, we can be sure of one thing: As one bubble bursts, another is already forming.
